CRS HISTORY

  • 01 March 1951–The Civil Affairs Office (CAO) was founded by virtue of National Defense Order Number 31 with MAJOR JOSE M CRISOL PA as its head

  • 1960-GHQ, AFP deactivated the CAO and activated the Office of the Military Information (OMI) as a Special Staff of CSAFP

  • 1969-BGEN GUILLERMO I PECACHE assumed the leadership of OMI until 1972

  • May 1972- OMI was renamed Office of the Community Relations (OCR) with COL NOE S ANDAYA as head

  • 01 July 1975- OCR was renamed Office of the Civil Relations as an AFPWSSUs

  • 31 January 1978-the Office of the Civil Relations was deactivated and finally renamed Civil Relations Service, Armed Forces of the Philippines

  • 16 April 1978, BGEN ALEXANDER FELIX AFP took the reign of CRS, AFP from COL NOE S ANDAYA. He then started regionalizing the service by creating the Civil Relations Group (CRGs) in strategic locations nationwide.

  • July 1986, the Armed Forces Radio DZAF was established under the Ministry Order Number A-092.

  • On August 1987, DZAF ceased its operations due to the exploitation by certain sectors in the military.

  • 04 January 1988, the radio station revived its operation under a new name DWDD. The CRS, AFP took over the administration and operational control of the station.

  • 26 April 2008, Public Affairs Office (PAO) was activated to perform the task of PA with the objective of promoting the AFP image; and of advancing the national aims, interest and policies. While, the CRS, AFP shall focus in the conduct of Information Support Affairs and Civil Affairs.

  • The esteemed organization has been headed by a total of thirty three (33) renowned and highly-professional Commanders.

  • Today, with the implementation of a new AFP thrust of winning the peace through a whole-of-nation approach and the involvement of all stakeholders, as envisioned by the new administration under President Rodrigo Roa Duterte, which is called the Armed Forces of the Philippines Development Support and Security Plan or “DSSP KAPAYAPAAN”, it is the aspiration of CRS, AFP to finally deliver successfully its role in winning people’s hearts and minds through the conduct of ISA and CA of the Civil-Military Operations.

CRS MISSION

  • Organize, train, equip, sustain and provide Information Support and Civil Affairs units in support to the overall Armed Forces of the Philippines mission.
     

  • Conduct Strategic and Operational Civil Military Operations and CMO-Related Trainings in support to the overall AFP mission (AFP Internal Peace Strategic Plan – Bayanihan).

COMMANDER'S CORNER

BRIGADIER GENERAL ERNESTO C TORRES JR AFP, a member of the Philippine Military Academy Makatao Class of 1989, is an experienced public affairs officer with stints in the General Headquarters and the Philippine Army.

 

Prior to his assignment as CRSAFP Commander, BGen Torres Jr commanded the Joint Task Force Haribon and Deputy Commander of the Eastern Mindanao Command. He was also the former Commander of the 1003rd Infantry Brigade and Army Assistant Chief of Staff for Personnel, G1.

BGen Torres' combat and administrative experience were highly recognized with several Distinguished Service Stars, Distinguished Service Medals, Meritorious Achievement Medals, Bronze Cross Medals, and Outstanding Achievement Medals, among others.

 

He replaced BGen Edgard Arevalo, AFP Spokesperson and Assistant Deputy Chief of Staff for Civil Military Operations, who served as Acting Commander in place of the retired Major General Bienvenido Datuin Jr.

 

The Change of Command Ceremony was held Wednesday, November 6, at the Tejeros Hall, AFP Commissioned Officers Club in Camp Aguinaldo. AFP Vice Chief of Staff Vice Admiral Gaudencio C Collado Jr attended the ceremony as guest of honor and speaker.
