MAWAB, ComVal Province – Former Rebel (FR) who voluntary surrendered to 71st Infantry (Kaibigan) Battalion recieved cash assistance at Provincial Capitol, Barangay Cabidianan, Nabunturan, Compostela Valley Province on 18 March 2018, 9:00 am.
Genaro M Hisu alias Tatay Toto is one of the twelve (12) new beneficiaries of Comprehensive Local Integration Program (CLIP) in Compostela Valley Province. He received Livelihood Assistance worth Php 50,000.00 and Php 15,000.00 for mobilization expenses.
Tatay Toto formerly work as habal-habal driver and served as courier under Guerilla Front 2 and 27 of New People’s Army (NPA). He was tasked to transport NPA members and cadavers, food supplies, Improvised Explosive Devices (IEDs), firearms and ammunitions and surversive documents in Maco, Mawab, Maragusan and Nabunturan from 2009 to 06 September 2017, the date of surrender.
Mr. Miguel M Guzman, Executive Assistant of Honorable Jayvee Tyron L Uy, Governor of Compostela Valley Province led the awarding of cheque to the recipient after giving a short message to the FRs.
The CLIP which is under the Department of Interior and Local Government (DILG) and the Presidential Assistant on the Peace Process (OPPAP) was implemented pursuant to Joint Memorandum Circular (JMC) No. 2014-01 which aims to encourage members of NPA to lay down their arms and rejoin mainstream society.
Lieutenant Colonel Esteveyn E Ducusin, 71st IB Commanding Officer said that his unit will continue its efforts in encouraging more rebels to lay down their arms and return to the folds of law.
“Once again we are calling the remaining NPA terrorist to grab this opportunity to surrender. No more reasons to stay in this terrorist group. The government’s initiatives and programs for Former Rebels are overflowing so they must grab this opportunity.” Ducusin said.
71st IB gave a short inputs on financial management and livelihood programs as basis of FR’s decision making in living a peaceful and dynamic life.
