NPA Disrespect CARHRIHL provisions, Burned Civilian Equipment in Negros

CAMP LAPULAPU, Cebu City- Terrorist NPAs disrespected again the provisions of the only document that the NDFP has agreed with the government which is the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL), burned down heavy equipment owned by Pilipinas Eco-Friendly Mining Corporation located at Barangay Jandalamanon Ayungon Negros Oriental at around 11:45 in the evening of January 1, 2019.

 

Initial investigation by the Ayungon Municipal Police Station revealed that due to the company’s firm stand against extortion demand plus the recent arrest and death of some of the identified members of Communist Terrorist Group in Guihulngan of the same province, NPAs gone wild and burned down 11 heavy equipment which are nine backhoes and two pay-loaders. However among the 11 equipment, two were totally damaged and are beyond economical condition (backhoe and pay-loader) while other equipment only incurred minor damages.

 

Particular provision that was violated is Part 4, Art. 4, Item 4 which states that Civilian population and civilians shall be distinguished from combatants and, together with their property, SHALL NOT BE THE OBJECT OF ATTACK. They shall likewise be protected against indiscriminate strafing, ARSON, and other similar forms of destroying lives and property, from the use of explosives as well as the stockpiling near or in their midst.

 

LtGen Noel Clement, Commander of Central Command, Armed Forces of the Philippines condemned the terror attack saying, "This is another terroristic and desperate attack perpetrated by the NPA. They again targeted a legitimate company which is one of the sources of livelihood of the people in that area. The attack is a clear and undeniable proof of their total disregard to humanity and to the provisions set-forth in CARHRIHL, the only document duly signed by both the GRP and NDFP. I already directed my ground commanders that there will be no let up on our pursuit operation. We will not let these terror groups continue to sow fear among the peace-loving people in Negros.”

 

CARHRIHL was signed by both parties on March 16, 1998 at The Hague, The Netherlands.
