March 25, 2019

LAGANGILANG, Abra – For the third time, the Army’s 24IB hosted the conduct of Youth Leadership Summit to the 149 youths of Lacub, Abra from 22-24 March 2019.

3-day Youth Leadership Summit (YLS) dubbed as 3rd Lacub Municipal Youth Leadership Summit 2019 with the theme: “Making Lacub Relevant to All People: Global Leadership and Shared Responsibilities for Peaceful, Equitable & Sustainable Society” was conducted successfully at Our Lady of Guadalupe School in Poblacion, Lacub, Abra graced by 149 youths coming from the different brgys and sitios of the said town.

Lacub, a 5th class municipality in Abra Province, situated at the tri-boundaries of Apayao and Kalinga has a total population of over 4000 distributed to six (6) barangays, has been a target area of the Communist Terrorists’ recruitment.

Youth, garnering almost 1/3 of the population has a big influence in shaping public opinion; thus the recruitment of the youth by the left leaning party has been their leverage in advancing insurgency propaganda in hinterlands.

YLS as one of the Army’s Peace Advocacies has the main purposes of enhancing the leadership qualities of the youth, promote camaraderie, expand their role in nation building, and promote awareness on deceiving issues and activities of lawless groups and organizations.

Present during the 3-day summit to empower the youth were the SMEs from the different government and non-government agencies and departments such as Dep-Ed, DILG, PNP, DOH, rep from the Religious sector, MDRRMC, DENR, and COMELEC.

MGen Lenard T Agustin AFP, Commander, 7th Infantry Division said,” Winning the hearts and minds of the youth sector will disable the NPA to advance their revolutionary struggle and hinder them to reach their strategic initiatives”.

“YLS intends to empower the youth as one of the primary stakeholders in attaining the goals of AFP. Its primary objective is on “winning the peace” rather than simply “defeating the enemy.” said BGen Henry A Robinson Jr AFP, Commander 702nd Bde.

“Your Army will always be committed in providing awareness to the youth especially in the far flung areas so that they will be spare from the Communist Terrorists Group (CTG) recruitment.” said Lt. Col. Jearie Boy P Faminial Inf (GSC) PA, Battalion Commander of 24IB.

“It can be remember that last July 2018, the unit rescued five (5) IP youth from Bukidnon that was fooled and recruited by CTGs. It clearly shows that the CTGs are targeting these youth to join their protracted war and we will not let that again to happen to the youth here in Abra.” he added.
