Killed NPA in AgNor encounter a Minor, NPA Blatantly Violates IHL

 

 

Bancasi, Butuan City - The CPP-NPA Terrorists (CNTs) once again added to its long list of blatant violations of the International Humanitarian Law (IHL) as the recently killed CPP-NPA Terrorist (CNT) member in an encounter against government troops last November 30, 2019 was later found to be a Minor.

 

It can be recalled that around 6:50 in the morning of November 30, 2019, a ten (10) minute firefight erupted between a platoon of 23IB under the operational control of 402Bde against more or less twenty (20) CPP-NPA Terrorists (CNTs) believed to be members of Sentro de Grabidad, (SDG) of Guerilla Front (GF) 4A under alias Weds/Patrick at the hinter areas of Sitio Salvacion, Brgy Manila de Bugabos, Butuan City that resulted to the killing of one (1) CNT, a minor, and recovery of two (2) AK47 and two (2) M16 rifles.

 

The minor who was killed in the said encounter was identified as a certain Litboy Binongcasan, 16 years old, and a resident of Sitio Sioan, Brgy Malinao, Gingoog City. The International Humanitarian Law (IHL) Act explicitly prohibits the recruitment of minors as child warriors. Under Rule 136 of IHL, it is stated that "Children must not be recruited into the armed forces or armed groups.

 

Likewise, under the statute of International Criminal Court, it says that conscripting or enlisting children into armed forces or groups constitutes war crimes in both international and non-international armed conflict.

 

Brigadier General Maurito L Licudine, Commander of 402nd Brigade, in his statement said, "We offer our sincerest condolences and sympathies to the beareaved family. This is clearly a violation of IHL and an apparent disregard of the innocence of the children. We condemn in strongest terms the NPA's devilish act in pushing our children towards harm ".

 

"It must be stopped. No form of explanation will justify the treacherous act in violating the children's rights guaranteed under the laws of warfare and several IHL provisions and protocols. I urge all parents to take care of their children and protect their future. We must together bring down this evil that put to death Litboy Binogcasan and never again share the misery and unbearable pain of parents losing their children".
